I have a real problem getting the program to boot up. The imagine on the desktop won't activate it and it doesn't come up with in try to open an item from the file explorer. I have to go down to the small window at the bottom left corner of my screen and open up the list of loaded programs and then if I click on the Libre Office listing there then it will come up. My system is Windows 10, installed 4/12/19 1809 OS build# 17763.503. Any suggestions?

Does it work if you launch LibreOffice in safe mode ?

To be certain the reported issue is not
related to corruption in the user profile, could you please reset your
Libreoffice profile ( https://wiki.documentfoundation.org/UserProfile ) and
re-test?
