Procedure_1: click the figure (outer frame), then (with the 4-arrow cursor) click the image (inner frame; The figure is de-selected.), format the image: now, only one menu item (Filter) is active. Why is the outcome different?

The bug persists, in Version: 7.1.4.2 (x64) / LibreOffice Community Build ID: a529a4fab45b75fefc5b6226684193eb000654f6 CPU threads: 4; OS: Windows 10.0 Build 19043; UI render: Skia/Raster; VCL: win Locale: en-CA (en_US); UI: en-US Calc: CL Additional info: Procedure_2: Select none, cursor is at Abc; ~oi (Format Image) opens the submenu with one menu item (Filter) active (as in Procedure_1). Filter should not be active because its submenu has no active item. Then, Format Image itself should not be active either.
