Open the screenshot and have a look to the bottom: Buttons will be nearly completely hidden.

Have a look at the attached screenshot.
I have opened a table in Base.
Click on the header of a column and wanted to change the formate of a date-field.
The dialogue appears and fills the whole screen.
Buttons will nearly completely disappear behind the controlbar of KDE.
The dialogue isn't resizable and I can't move the dialogue much more up on the screen. Dialogue will get the whole 1080 pixel.

This all will happen with OpenSUSE 15 64bit rpm Linux, KDE Plasma 5.12.8 and 
Version: 6.2.4.2

Thank you for reporting the bug.
it seems you're using an old version of LibreOffice.
Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version.

Something has been changed from LO 6.2 to LO 6.3 there. GTK3 doesn't show this buggy behavior any more.

I will set this one to WORKSFORME.
