Description:
When a file clicked in explorer (an csv in this case) 
a dialog (Text Import) shows up (to select char set language...etc)

Though it immediately hides it self under the front window of explorer
when clicked on application button on the tab - first time - no response
second time - dialog moves to the front  

Steps to Reproduce:
1.Open Windows explorer
2.Click an .csv file and see how it hides it self behind it
3.while its behind the explorer - try to activate via taskbar - only second click does it

Actual Results:
1.Open Windows explorer

Expected Results:
exactly how described - window hides it self behind the window

Thank you for reporting the bug.
it seems you're using an old version of LibreOffice.
Could you please try to reproduce it with the latest version of LibreOffice
from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to
'UNCONFIRMED' if the bug is still present in the latest version.
