Tested in Linux Mint 19.1; LibreOffice 6.x.x
Modul: writer

This is very old problem.

-- Open new document
-- Table - Insert Table... - Insert
-- Now try, select the columns with mouse...
-- ...the header function also turns on

This is very confusing.

Proposal: The Header-Footer function let it be two clicks and not one.

If you first click into the page area above the table and turn on the header function, it disappears, if you select table.

For me the expected result is: If cursor changes to an arrow, footer isn't enabled by clicking.
