See attached document, try extending the vertical length of the box on the second page by clicking on it, the click-dragging the bottom line:

the cursor changes to a 'extend' cursor,
but the box is moved instead of being extended.

Can not confirm on Windows 10 Pro 64-bit en-US (1903) with
Version: 6.2.5.2 (x64)

With the Draw Text box object selected (the Drawing Object properties Toolbar active) mouse pointer selecting over one of the edge grips (resize cursor activates) will resize the box--horiz or vert, while selecting a corner grip will resize both.

Mouse pointer selecting on on of the edges (move cursor activates) will reposition the Draw Text box object while l-mouse button remains down, including moving the anchor to prior or next page. No loss of the resize cursor/move cursor while mouse button remains depressed after click and movement.

No, not working here.
Selected the line box on second page, click-drag the grip dot 
IN THE MIDDLE 
of the bottom of the box and attempt to resize downwards.
Doing so will move the box, not resize it.

Click-dragging the side-dots works as expected.

Win7 x64 Here.

Could you please create and attach a screencast showing the steps? There are various free screencast software available for use, including Camstudio (Windows), Jing (Mac), Simple Screen Recorder (Linux) or screencast-o-matic.com (Web).
