Description:
I have a standalone form connected to a database with the Navigation Bar inserted into the form itself. However when I open the standalone form and use it, there is no icon for the 'Form-Based Filters' function in the inserted Navigation Bar. If I open my database file, and open the form listed within that database file there is an icon for 'Form-Based Filters' in the Form Navigation Toolbar. 

Steps to Reproduce:
1. Insert Navigation Bar into a Form.
2. Open form and look for 'Form-Based Filters' icon.
3. Not there.

Actual Results:
No 'Form-Based Filters' icon in Navigation Bar inserted into a Form.

Expected Results:
There should be a 'Form-Based Filters' icon in Navigation Bar inserted into a Form.


Reproducible: Always

I could confirm the form-base filter isn't integrated in the navigation bar, which could be set as a separate form-control.

This hasn't been there since the beginning of Base. So inherited from OOo.
