Please provide a clearer set of step-by-step instructions on how to reproduce the problem. I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' once the steps are provided

Access the layer dialogue to try to more info By double clicking in one of the layers (bottom tabs) 2. I think, that is already fixed. In current master I see a section "Working with layers", which says, that the default layers cannot be renamed. A development build including help texts is available from https://dev-builds.libreoffice.org/daily/master/Win-x86_64@62-TDF/current/ (go to Parent directory for other OS) You can install it parallel to a productive version. Please have a look, whether content about layer is still missing there.
Thanks Regina, but even after installing master~2019-09-01_22.30.33_LibreOfficeDev_6.4.0.0.alpha0_Linux_x86-64_deb the result seems to be the same. Upon pressing Help the following URL: https://help.libreoffice.org/6.4/en-US/text/sdraw/01/insert_layer.html?System=UNIX&DbPAR=DRAW&HID=modules/sdraw/ui/insertlayer/help#bm_@@nowidget@@ has no info regarding the different default layers and the different behaviours they have.
For "Insert" this information is not needed. But users should get a hint, that further information is available. I suggest, that a section "Related Topics" is added here, same as it exists on a lot of other pages. Links to "About Layers" (layers -- definition) and "Working with Layers" (layers -- working with) seem appropriate to me.

When you double press on a layer (any for that matter) it shows the Modify layer dialogue and there is a Help button and even if it's one of the default layers (Layout, Controls, Dimension Lines) there is no info regarding them (tested with latest master build)
