Whenever the user chooses Split, it cancels a previously set freeze, and vice versa.
Thank you for reporting the bug. Can you please tell, why you think this behaviour is a bug? I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' once the requested info is provided.
I would think it is obvious. The two functions are different, and as such one should not affect the other.
Documentation is not explicit, https://help.libreoffice.org/7.1/en-US/text/scalc/01/07080000.html and https://help.libreoffice.org/7.1/en-US/text/scalc/guide/line_fix.html but more inclines that this should be used interchangeably. So this is enhancement request, low priority. OK, I change my mind, I convert this to Documentation to say explicitly that split and freeze cannot be used at the same time.
