I have installed JRE 1.8.0._221 in Windows10 Home Ver.1903. If I start OpenOffice Base it works fine. I find JRE in ProgramFiles(x86)\Java\jre1.8.0_221. In LibreOffice Base does not find the JRE. The Table in Menue Extras>Options>Extended>Java Options is emty and the directory jre1.8.0._221 is not accepted. If I try creat a form with assistent, I get an error: LibreOffice need a JRE.

You installed Java 32 bits (since you indicate "x86"), do you confirm you installed LO 32 bits? (and not LO 64)
Indeed, LO 64 bits will work with Java 64, LO 32 bits with Java 32, at least, it'll works better.

If yes, you can rename your LO directory profile (see https://wiki.documentfoundation.org/UserProfile#Windows) and give a new try.
Indeed, LO will recreate from scratch a brand new directory profile and will try to detect Java.
