If a Libreoffice window is maximized, it won't scroll up or down with the mouse wheel when another window in front of it is minimized. It isn't a focus problem, because if i press any keyboard's key or if i press CTRL + 'mouse wheel', everything works fine. The bug is just about scroll up or down.

I'm using Debian Buster with KDE:

Debian GNU/Linux 10 4.19.0-6-amd64
KDE Plasma: 5.14.5
Qt: 5.11.3

Step to reproduce:

1) Open a libreoffice's window and maximize it
2) Open another window and maximize it (I tried with Thunderbird, Firefox, Kwrite, etc.)
2.1) Be sure two windows are in the same desktop
2.2) Be sure libreoffice's window is behind the other window
3) Minimize the second window
4) In the libreoffice window that will show up, try to scroll up or down.

Thank you for reporting the bug.
it seems you're using an old version of LibreOffice.
Could you please try to reproduce it with the latest version of LibreOffice
from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to
'UNCONFIRMED' if the bug is still present in the latest version.
