there should be an option in any auto numbering setting to set the language in which the numbers have to be written without have to disturb the locale setting of the document. It should work for page numbering, chapters, sub-chapters, date, image numbering ...
currently there does not seem to be any way to do that.
in hindi the numerals are as following १ २ ३ ४ ५ ६ ७ ८ ९ ०

Is there no one at all concerned by numerals in foreign language?

That option already exists in LibreOffice.
Once you create the list, Go to Bullet and Numbering format, Customize Tab, Number.
