Description:
Thumbnails on Start Screen is flickering when I try scroll it with mouse wheel (up-down-up-down)

Steps to Reproduce:
1. Make sure you have only 5 thumbs on Start Screen
2. Try scroll it with mouse wheel (up-down-up-down)
3. It is flickering

Actual Results:
Thumbnails on Start Screen is flickering

Expected Results:
Thumbnails on Start Screen isn't flickering


Reproducible: Always

I checked out this commit in win32-6.3 repo and the thumbnails flicker just as well.

For info: I used this to find out the bibisect repo commit:

git log --all --grep='5cfac16dbd4af456a7fb6d52c8953c69a72ba2ba'

Then

git checkout 372443375a2bb8112bf4ba80227b1eda1e016d62 && instdir/program/soffice

Removing keywords until someone points out a known working version.

Of course, with Skia this is gone.
