Description:
1) Open Writer;
2) Open the Tools -> Options -> Libreoffice Writer -> General panel and set the measurement unit to something metric (e.g., millimiter)
3) Visualize the Drawing toolbar
4) Click the line style or line width button in it, in order to open the Line dialog
5 Note that everything is in imperial units (inches) in there.

I tested in Windows. My default are centimeters. Any change is accepted. 
So I don't reproduce. 
Please do User Profile Reset.

works for me in Version: 6.4.0.0.alpha1+

For the test, could you rename your LibreOffice directory profile (see https://wiki.documentfoundation.org/UserProfile) and give it a new try? Thank you

Now the thing is in the Line and Filling toolbar and the units are OK.

A minor problem remains now in the properties sidebar where the predefined line widths are always set to integer pt values even when working with metrics units (in this case, it would be much better to have as predefined values the metric widths that are standardized for technical drawings).
