I hit Ctrl-Shit-e in an existing document.  I expect to have no visual feedback of this, but instead an underlined e appears.  As if by activating track changes, the e is considered typed as well.  But then elsewhere, no changes are tracked.  And sometimes the e disappears again.  Very weird.
Unable to fix this by activating track changes by mouse via the menu.

Please:
1. explain what's Ctrl-Shit-e, which command, is it built-in or custom
2. explain if it's any time or just with specific document. Anyway, please attach minimal reproducer document. 
3. write which OS, you didn't write or mark.
4. test with current LO that's Still 6.2.8 or Fresh 6.3.3.

Well, Ctrl+ShiFt+e of course, sorry for the typo.  It is the shortcut to activate/deactivate track changes.  It seems like in 6.3 this is now Ctrl+Shift+c

I’ve been having this with several documents.  Attaching a reproducer is not worth it, it happens all the time.

I used the current LO on my updated Linux Mint 19 system.  Installing a newer one is quite some work, which I’d rather not do.  I’m just signalling here, not prepared to contribute a lot of time I’m afraid.  But hey, since it’s a fresh new version, I did.  But I regret already, it cost me a lot of time and once installed I had to find out which executable to use.

And… it now works as expected.
Bummer.
