- create a Draw document
- insert two drawing objects, which intersect
- select both, and choose context menu -> Arrange -> Behind Object
- Moving the mouse over the objects will highlight one object
- clicking on the object which lies before the other one will do nothing
- clicking on the object which lies behind the other one will bring this object forward
The action performed therefore is contrary to the meaning of the menu text.
The same applies to the second command in question, namely In Front of Object.

I misunderstood how to use the command. The correct way is:
- click on an object you want to move
- choose context menu -> Arrange -> Behind Object
- move the cursor over the object which shall be moved: it will be highlighted
- click on this object: it is arranged behind the first one
