Description:
i make extensive use of tables. to easily & precisely move those tables i insert each in a frame. however, the gap between the table bottom & frame bottom is inconsistent & sometimes not correctable. by the way, my 4.2 writer guide fails to define the meaning of interactively & floating creation which appear to do nothing but might be the source of my issues.

Steps to Reproduce:
1.create a frame
2.insert a table
3.attempt to reduce the size of the space between the 2 bottoms.

Actual Results:
see attached. sometimes the gap can be eliminated. other times the gap can't be changed. @ other times the gap can be significantly reduced but not eliminated. while i would like to eliminate all gaps., failing that, i would like consistent treatment of tables within frames.

Expected Results:
a consistent removal of that spacing

Just for clarification:

page 1 of your document:
Frame 6 / frame 20 and frame 3 are O. K.
Frame 10 and frame 5 have a gap, but they should look like the other frames?

Have I understood this correct?

Since Ken had some problems to attach a document, I attach a document, he sent to me in private.

Comment from Ken: "sorry. the issue is not the rotation of a frame or table, but the rotation of the content of the frame & table. thus my desire to create a fold-able placard / name card can only be created with scissors & scotch tape.. of interest to others might be the inability to rotate certain font special characters."

Report must be clear with easily comprehensible minimal sample and reproducible steps. 
No "some", "sometimes", sample left for a reader to be confused.
