Steps to reproduce:

1. Create an .odt file with one chapter heading, a Table of Figures and a Bibliography

2. In this file, create a TOC. Edit the TOC on the "Type" tab => check "Additional styles" => click button "Assign styles" => move "Bibliography Heading and "Figure Index Heading" to level 1.

If you now export this file into the PDF format, then the generated PDF file does not show the elements "Table of Contents", "Table of Figures" and "Bibliography" in its document structure/as a "bookmark". 

3. To resolve this issue, apply the solution of bug report https://bugs.documentfoundation.org/show_bug.cgi?id=128837 described in c.omment 3 and 5.

4. Update the TOC index.

The TOC now shows twice the element "Table of Figures" and twice the element "Bibliography".

I attached two files for means of demonstration:

a) An .odt file with a TOC showing the names "Table of Figures" and "Bibliography" each once. This is the situation before having applied step 3 mentioned above on this file.

b) The same odt. file as in a), but with steps 3 and 4 mentioned above applied on it. This file has a TOC that shows he names "Table of Figures" and "Bibliography" each twice.

What you are trying is a workaround with consequences. 
Proper solution is bug 128858. 
I close this one a duplicate.

Sorry, I do not understand why bug 128858 should resolve this bug report here. Because the solution provided by bug 128858 causes the behaviour described in this bug report.

This bug report is no duplicate of bug 128858, it is the result of applying the solution in bug 128858. Please set the current status ("RESOLVED DUPLICATE") of this bug report here to another status, like "New".
