Description:
Styles are not listed according to options All styles and Applied Styles.

Steps to Reproduce:
1. In Navigator's Styles view, select option All Styles;
2. Enter in document a character with Default Style applied to it;
3. Insert an image; in menu: Insert | Images...;
4. Focus on inserted image;
5. Unfocus from inserted image;
6. Change option from All Styles to Applied Styles.

Actual Results:
4. – Amount of styles listed is partial; it covers exclusively options illustrated in libreoffice_writer_v.6.3.3.2.0+_Al_Styles.png, which seem to be related to the element having the focus on. Thus Default Style is not listed.
6. – Default Style alone is listed.

Expected Results:
4. – Amount of styles to be listed according to the options All Styles and Applied Styles.
6. – Applied styles, currently Default Style and Graphics, to be listed.

When you select a graphic object, the *different category* of styles (namely - frame styles) are shown. See which icon is selected in the styles pane, above the "Formula" on your screenshot. Yes, you are seeing *all* frame styles there. When you deselect the image, and have cursor in text, you see paragraph styles, with own set of "all styles".

Without delay you obviously chose to deal with 4. alone from section 'Expected results' since it would have allowed you to close. Thus 6. of that section is well alive. Following observation is to support that statement if needed: while the character has the focus on, Default Style is listed while All Styles is selected. Though it does remain listed while Applied Styles is selected.and that character has no longer the focus on. 

Issue thus is that Graphics does not perform according to that principle. How otherwise an inserted image could even have a customized style, 'Image', applied to, if when it has the focus on, Image could not be listed from All Styles?

There is *no* some single "all styles" or "used styles" list. There are several categories of styles; for each category, there is own "all styles" and "used styles" list. When you open frame styles, you see all (or used) frame styles; when you open character styles, you see all (or used) character styles, etc. So in your step 6, you see used paragraph styles, which are only Default paragraph style, and that is not a bug.

Possibly you are confused by "applied" term, thinking it means "applied to selection"? Just in case, the meaning of "applied styles" list is "list of all styles (of this category) that are applied to something in this document (=list of used styles in this document)".

That relevant information is a requirement for being aware of the logic according to which Writer has to be uderstood, thus deserves to be present as part of an updated documentation.

Since working document interface lacks a tool-tip focused on optiosn "All Styles", "Applied Styles", they are naturally opened to users' interpretations, thus can be interpreted as they are, respectively, "all styles categories' styles" and  "all styles categories' applied styles". Nevertheless an issue is observable.

Steps to Reproduce:
1. Enter in document a character with Default Style applied to it;
2. Insert an image; in menu: Insert | Images...;
3. Focus on document's whole content –by invoking keys Ctrl + A–;
4. Select All Styles;
5. Select Applied Styles.

Actual Results:
4. – Styles category covering styles that can be applied to the cursor location, are here listed alone, thus others styles categories' styles expected to be listed as well, like those ones illustrated in libreoffice_writer_v.6.3.3.2.0+_All_Styles.png, are missing.
