Version: 6.2.5.2.
Build ID: 1:6.2.5-0ubuntu0.18.04.1~lo1.

Steps to Reproduce:
Steps to see problem.
1. Run "libre office calc".
2. Choose
   menu "Format",
   submenu "Conditional" and
   item "Manage...".
   You will see dialog
   "Manage Conditional Formatting".

See screenshot.

Actual Results:
Problems.
1. No vertical scroll bar.
   No horizontal scroll bar.
2. Buttons not visible.
3. Dialog not resizeable.

If you try to use dialog,
you will found problems with focus.

Expected Results:
Expected behavior:
dialog must be accessible to user.


Reproducible: Always
