Firstly, when you choose "into equal proportions" it should automatically select 'horizontally' - I use this a lot and it's a pain to do the two-click. However, what I would suggest rather is redoing the dialog so that it does both horizontal and vertical splits all in one go; eg Horizontal Splits : 2 Vertical Splits : 3 would split a cell into 6, and replace asking whether you are doing horizontal or vertical. Sounds reasonable. We have to implement it with check boxes instead the radio buttons and spinners next to it. Or just the spinners as 1 could mean no change.
