Using menu option Help > Check for Updates does not show any dialog under Windows 7 with 6.4.0.0.beta1 (x64).

I can't reproduce it in

Version: 6.4.0.0.beta1+ (x64)
Build ID: 7f1a82783ce1bfad08fcf39025c985c56fc3d90f
CPU threads: 16; OS: Windows 6.3 Build 9600; UI render: default; VCL: win; 
Locale: en-GB (en_GB); UI-Language: en-US
Calc: threaded

Could you please try to reproduce it with a master build from http://dev-builds.libreoffice.org/daily/master/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the master build

I can't reproduce it with

Version: 6.5.0.0.alpha0+ (x64)
Build ID: 67ee8818e68a2793d89331dd715989c468fe5680

So I guess it's fixed.
