Description:
I have a simple document with a single line on the top of the document and a table that uses all horizontal space.

System: Windows7 x64 

Reproduce:

1) Open in LibreOffice 6.3.4
2) first line goes to the bottom of the page.

I have added the original document and a couple screenshots. 

This document works on LibreOffice 3.3.0 4.7.2 and 5.4.7 on the same system.
