In 6.5 The View Dialog was updated that the Icon Theme get an separate Section. So there was a layout change. But what is missing? Karasa Jaga and any other icon theme can be selected at Icon Style drop down menu.

Thank you for the report. This issue is related to SVG rendering engine which has not mature yet, not related to missing icons. All the Karasa Jaga bitmap versions were created from vector SVGs. So, it is nearly impossible to say the SVG version is missing.
