Description:
If the key owner's key is unsecured, attempts to open the document encrypted with that key would fail with "incorrect password" even if the correct "password" (which is blank) is filled in.

Steps to Reproduce:
1. Generate a GPG key. When prompted, leave the password part blank.
2. Encrypt a document with the key.
3. Close it and open again.

Actual Results:
Opening the document is impossible.

Expected Results:
If the key exists, the encrypted document should be able to either
1) Opened with password left blank, or
2) Opened like a normal document.

User Profile Reset: No



Additional Info:
Actual version used to reproduce is 1:6.3.3-0ubuntu0.19.10.1 from Ubuntu.

EDIT: GUI in use is GNOME as packaged by Ubuntu. Distro version is 19.10.
