when using recent microsoft word, e.g. microsoft word 2019, and one exports to format odt, it does not export its bibliography references and bibliography as odt bibliography, but as hardcoded text.

can you please make the document format specification so that an export is clearly exported as bibliography reference?

ODF specification is not created by LibreOffice but by OASIS < https://www.oasis-open.org/ >

where exactly and how this could be filed? i saw the "OASIS Open Document Format Interoperability and Conformance (OIC) TC" is no longer active:

Currently the items listed in http://docs.oasis-open.org/office/v1.2/os/OpenDocument-v1.2-os-part1.html#element-text_bibliography-mark are possible.

The fact, that Microsoft Office does not use the element <text:bibliography-mark> at all, is neither a problem of LibreOffice nor OASIS. The feature request should go to Microsoft.

If LibreOffice does not convert bibliography entries and references correctly, if it imports an .docx file, that would be an issue for this bug tracker. If that is your problem, attach a .docx file that shows the problem.

If Microsoft Office uses entries, which are not contained in the above referenced list in ODF, it would be an issue for the ODF TC. But currently new features are only considered, if there exists at least one application, which supports that feature. ODF allows in its "extended" version to add new features. So in this case too, the first addressee is LibreOffice. And in that case too, a .docx file with an example is necessary.

So please attach a small .docx file, which shows the problem.

added a doc to bug89506. there reuben thomas comment says:

"LibreOffice cannot currently handle Word bibliography objects, though this should be possible with a full implementation of ODF 1.2."

is this correct?

This bug makes no sense. NotOurBug.
