Description:
This issue affect at least Writer and Calc. I haven't tested it with the other applications. They are probably affected as well.

Here is the location of Language window:
Tools > Options > Language Settings > Language.
I will refer to it in my test a lot times.

Writer
    1. Open Writer. Open Language window.
    2. See the language in the Western field. For me, it is English. Don't change it.
    3. Close the window. Close Writer.

Calc
    4. Open Calc. Open Language window.
    5. Change the Western language to something different. For example, Danish.
    6. Select OK button and close Calc.

    7. Open Calc. Open Language window.
    8. You will see that Western language is Danish.
    9. Close the window and close Calc.

Writer
    10. Open Writer. Open Language window.
    11. You will see that Western language is still English.
    12. Change the language to something even different. For example, Breton.
    13. Select OK button and close Writer.

Writer
    14. Open Writer. Open Language window.
    15. You will see that Western language is now Breton.

Calc
    16. Open Calc. Open Language window.
    17. You will see that Western language is now Breton.

The end of the test.

That is:

* You can change the language in Calc and it will be remembered between launches.
* ... however, it will not affect Writer.

* You can change the language in Writer and it will NOT be remembered between launches.
* ... but it will affect Calc.

This is very confusing and I consider it as a bug.

Update.

Ahhh, OK, it seems it is not a bug.

For Writer, I have had a custom template that was set as the default one.
For Calc, I haven't had custom template.

As I know discovered, when you save a template (or document), the language is remembered inside and therefore takes precedence.

When you perform the described test when both Writer and Calc are launched though the templates, the behavior is consistent.
