If a document is opened that uses other position and spacing controls than those found in LibreOffice, then the controls in the Bullets and Numbering dialog change.  Need a help page for those controls.

Some style properties of a list item are specified in an element <style:list-level-properties> in ODF. There exists two modes. Which one is used is given in its attribute 'text:list-level-position-and-space-mode'. Possible values are 'label-width-and-position' (the default value) and 'label-alignment' (used for new lists and chapter numbering by LibreOffice).
Depending on the mode, the position dialog needs different fields. LibreOffice shows the correct dialog depending on the mode. But the current help page is confusing, because it contains all field descriptions together. So the user sees descriptions for fields, which do not exist.

So the idea of providing two separate help pages is right. But not only a new help page is needed for the mode 'label-width-and-position', but the dialogs need to be changed, so that the appropriate help page is used.

The existing help page should be adapted, so that it is suitable for the mode 'label-alignment'. That is bug 129517.

Thanks for this useful technical clarification.  Is there a "popular" or "familiar" way to refer to the two different modes in "list-level-position-and-space-mode"?   Or maybe it is ok to use 'label-width-and-position'  and 'label-alignment' (Libreoffice) on the respective help pages?

No, there exists nothing, at least I'm not aware of any "popular" or "familiar" term.  The terms of the ODF specification are nowhere presented to the user and totally unknown to the user. They are not suitable for help pages.

Impress/Draw still use "label-width-and-position" mode, only the dialog has changed. If you restrict the page to the use in Writer, then perhaps something with "Legacy" in its heading might work.

already on my list:  

1. Remove Heading/link to Position (List Styles) at top.
2. Add access commands. 
3. Add "Apply" control

A) I would put the Note before the heading "Level".

B)

It is not "numbering symbol", but "numbering area". With "numbering area" I mean the shaded area, see attached document.

C)

It is the width of the numbering area. The numbering symbol can be left, center or right in this area.

D)
For section "Minimum space between numbering and text":
If needed, the alignment of the numbering symbol is adjusted to get the desired minimum space. If that is not possible because the numbering area is not wide enough, then the start of the text is adjusted.

E)
Totally wrong text in section "Numbering alignment". The legacy dialog has not option "Aligned at".
Instead: "Aligns the numbering symbol left, centered or right in the numbering area. The position might be adjusted to fulfill the minimum space."

F)
A help for the Load/Save button in the dialog in case of Chapter Numbering is missing.

Did I manage to "repair" everything that you identified?  

I can see that there is one problem at the end with the "Apply" control. Is there anything else that needs adjustment?

Load/Save is only available for chapter numbering, so should be:
"Saves or loads a chapter numbering format. A saved chapter numbering format is available to all text documents."
"The Load/Save button is only available for chapter numbering."


I would not use "number format" but "numbering format". A "number format" is e.g. "2020-02-10" as format of a date.


"Enter the width the numbering area."
Seems a "of" is missing?

@Regina - Many thanks for this (and the other corrections).  The Load/Save text on this "legacy" page was simply embedded (without change) from the "Chapter Numbering" help page, so these corrections will now show up both on this page, the Chapter Numbering page, and the other Position page (which also embeds from Chapter Numbering).  I have made the other changes (and noticed a mistake in the "Apply" explanation (should be "List styles" not "Paragraph).  

I will assume this patch is done now, and will close it. Many thanks for your support along the way. 

And if you still have patience for this topic, here is the link for the new "standard" Numbering position help page (now without the confusing note about OpenOffice.org 3.0 and information about the legacy controls).
