Main menu is grayed out

Just after upgrading to 6.4.0.3, I noticed the menu bar (file, edit, view, insert, etc...) starts grayed out (see attached image) although the menu entries are still clickable and working. The text is restored to its normal style when I put the focus on another window and then back to LO again. More than a bug looks like some kind of GTK+3 glitch.

Using an empty profile has no effect (the issue is still there).

This behaviour is reproducible with Clearlooks-Phenix GTK+3 theme (my usual one) while does not happen with Industrial or Raleigh, for instance. 

Envorinment: Debian Strech (64 bits), XFCE 4.12, libgtk3.0 (3.22), libgtk2.0 (2.24).

Thanks for reporting this issue.
Does it mean the menus are disabled or is it just the visual effect?
What happens with other applications using the theme ? could you please share a screenshot too ?

It's just a visual effect. The menu items are clickable and fully accessible.

No other applications experience the same problem. 

For instance, Mozilla (Firefox and Thunderbird), Liferea, The Gimp... all of them display the menu properly. 

I'm attaching a combined screenshot showing how Firefox 73.0, Thunderbird 68.5, Liferea 1.12-rc3 and The Gimp 2.8.18 look like just after I launch them.

I can confirm this bug (exactly the same behaviour)

Versione: 6.4.1.1
Build ID: 1:6.4.1~rc1-2
Thread CPU: 4; SO: Linux 4.19; Resa interfaccia: predefinito; VCL: gtk3; 
Versione locale: it-IT (it_IT.UTF-8); Lingua interfaccia: it-IT
Calc: threaded

No problem when using SAL_USE_VCLPLUGIN=gen or using different themes
If you could please point out the css style involved, I could check the theme.

To be honest, something similar appeared in release 5 too, but on a random base. Sometimes menu entries were greyed out, but I wasn't able to find exactly what triggered the bug.
Now is absolutely deterministic.
