Description:
A search of help gives the screen below, however in the FORMAT PAGE tab, in Writer, there is no BACKGROUND tab to access. In FORMAT, there is a WATERMARK tab, but you can't add an image.

In Spreadsheet FORMAT PAGE there is a BACKGROUND tab, and you can add a image.

    1. Choose Format - Page.
    2. On the Background tab page, select a background color or a background graphic.

In spreadsheets this background appears only in the print behind the cells not formatted elsewhere.
       

Actual Results:
There is nothing to show

Expected Results:
Can't perform steps as there is no tab


Reproducible: Always


User Profile Reset: No

Thank you for reporting the bug.
it seems you're using an old version of LibreOffice.
Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version.

We use Ubuntu 18.04 LTS and according to our installed software list, the version of Libreoffice we are using is the latest that has been approved for the LTS version.

If Libreoffice was cleared for LTS installment, then it would update automatically.

I have tried using Synaptic Package Manager to install a newer version, but it says that the latest version is already installed.

You can insert background image with Format => Page => Area => Bitmap

We have been waiting for Ubuntu 20.04.1 LTS to be released to see if this fixes the problem but it is 6 weeks late so far. When we get that upgrade, we will be able to update LibreOffice as well.
