when make changes in an .rtf text in LO Writer using recording changes, after saving and reopen the document, the text does not the same. For example I see numbers (9 characters) before that text where I changed the background color. So the recording changes function is unusable in rtf...

You can try it, because it "works" every time when:
open an .rtf document with LO Writer (or make one),
switch on function "recording changes",
make changes on the text, for example press enter to new line, change the background color somewhere,
save the file,
reopen the document.

open an .rtf document with LO Writer (or make one),

Sample ODT

OO didn't save some formatting changes in RTF. LO 3.3 does it wrong, up to 7.0+. ImplementationError. 
Steps: open attached ODT and save as RTF. On reopen, see numbers before bold, italic, underline, highlighted text, instead of tracked changes.
I didn't find a duplicate (though hard to believe nobody noticed).
