Then you don't tell what's the problem precisely.
Finally Dos Lotus 123 is a very old software. So if LO can read the file, you can then save an ods version and work on it.

Using the sister Document Liberation Project (DLP)  provided libwps library LibreOffice provides import only filter of these legacy formats.
Once held as LibreOffice ODF Spreadsheet, you can work with and save the data to a relevant file format. But, there is no mechanism to filter export (or generate) Lotus 1 2 3, or MS Works formatted documents.
