No problem for me with LibreOffice 6.4.4.0+ built at home under Ubuntu 18.04 x86-64 and Evince, Okular or MuPDF as PDF viewer.

Please, could you:
1/ attach your own pdf;
2/ try another PDF viewer available on your Linux distribution

Status has been set to NEEDINFO, please set it back to UNCONFIRMED once requested information has been provided.

Best regards. JBF

I cannot upload the PDF because it contains sensitive company information. If you said its working with another pdf viewer I believe you. I will try one of those, and thanks for your assistance.

JB didn't say other viewer would work, he helped by asking what you should have tested yourself.

I tested in Windows and reproduced with LO 6.4 (error only in Adobe, not in other viewer), both headless and GUI, but not in master 7.0+.
So this was resolved and I'll close.
