Please have you tested with a clean profile Menu/Help/Restart in Safe Mode.

Checked with versions 6.2.0(64 Bit) and 6.4.5(64 bit) under Win10 and NVDA version 2019.3.1. On my system no crash, LibreOffice works as expected.
Can not confirm on Windows 10 64-bit en-US (1909) with NVDA 2019.3.1 sounding. Opening the 'Format cells...' dialog with the <Ctrl>+1 shortcut and applying a date format change does not crash. But, with bug 135330 crashing for the Word Count dialog as it is querying the locale for thousands separator, guess it is conceivable to have a similar crash with OLE based AT sounding if querying for a date format.
