Description:
Anchor to character can only be moved once in a table (next step requires deselect)

Steps to Reproduce:
1. Open the attached file
2. Click the shape
3. Select the anchor and drag it to second page
4. Drag it back to the first (can't)
5. Deselect the shape
6. Click the shape & drag the anchor.. everything back to normal

Actual Results:
Anchor can't be moved

Expected Results:
Should be possible


Reproducible: Always
