Did you download it from http://dev-builds.libreoffice.org/daily/master/ ? When did you download it? Could you please try again to see whether it's fixed with the latest daily build ?
I've also experienced this issue with a daily build downloaded today.

From what I've read, manually installing Visual C++ Redistributable for Visual Studio 2015 from [1] should fix the issue. When trying to do so, the installer shows an error that another version is already installed. I have a similar issue, after installing LO 7 alpha 1 from https://www.libreoffice.org/download/pre-releases/ and later uninstalling it. Win 10 64bit fully updated. Now VCRUNTIME140_1.dll is missing and Firefox refuses to start, even after reinstalling. Repairing all versions of Visual C++ Redistributable not helps.
