Realized the headline was bad because after I uploaded I realized that one occurrence (cell E21 in Sheet1) was actually formatted as number.

Steps to reproduce:
* Open attachment.
* Sheet1, go to cell E21
* Format cell and select "Text".
* Change active sheet to Pivot Table_Sheet1_1
* Refresh the pivot table.

Expected result:
* Row 2 and row 3 should collapse and become one row.

Observed result:
* No change - Row 2 and row 3 continues to stay as if it was two different values.

Changing cell's format doesn't change cell's content, you need to edit E21 and reintroduce the value (add and delete a space to the end)to get it being text. Then pt works as you expect.
