This bug is about system Open/Save dialog in Windows, not Libreoffice dialog which is OK.
If folder has many files, LO doesn't show all files on fileopen. You know if you sort by date/recent, it will show some old up to some number. 

Example: I have 7952 files and LO shows always up to 3827 files.
Only way to open newer file is to type it's name.

I noticed the same issue in Firefox. Using Windows 7. 
If I change sort, sort by Name and then sort by date, at that moment all is fine and newest are there, but not again on the next Open/Save dialog.

I tested with Win 10 C:\Windows\System32 which had 4464 items and after sorting by changed date, LibreOffice showed the same oldest and newest files as Windows explorer. Could this be Win 7 specific?

Looks like not LO problem then?

Seems so. 
I found now that LO behaves like other apps, apart from MSO, it shows the wrong files but after a while it shows them correctly, with newest on top if sorted by date. 
Workaround: in File-Open I immediately paste start of a file (in my case bug number like 12345) and file appears. 
So I close.
