It looks like Microsoft version of flatpak. Collabora may be interested.
It would be interesting to create such an installer (likely with MSIX Core [1] to allow installing on older supported OS). However, the benefits and downsides are actually unclear. Is MSIX supported on all supported *server* platforms for deployment (e.g., using GPO)? Would MSIX Core allow other supported user OSes to have the same install experience as Win10? Anyway, patches are welcome. Having some interested developer, and some actual results, further transition to the newer format could be actually diiscussed. I've also come here to request MSIX for LibreOffice as a recent convert to the format. What I like about it is that you can install applications without being a local administrator. And, if multiple users install the same package, the installation files become centralized and shared automatically between accounts which saves disc space. I'm accustomed to using Add-AppxPackage.
