Description:
Delete index redo/index has an effect on the image position

Steps to Reproduce:
1. Open attachment 163551 [details]
2. Delete the index
3. Undo deleting the index
4. Change the anchor for the image on the last page from to page to to paragraph -> image being placed before
5. Undo Image placed somewhere in the middle including empty page

Actual Results:
Changing anchoring moves to image to an unexpected location

Expected Results:
Not be so
