Table of Contents in Writer is customizable, which is good, but it's not obvious how to do it (we have bug 89608 but it's just an improvement). 

In Insert ToC dialog There could be added prepared models of different ToC: standard ToC, ToC from bug 105628, one from bug 32360, 2-column ToC, ToC where lower level headings are indented.. etc.

Exact solution would be up to UX. Idea: to add a tab in insert dialog to choose ToC type (in tab named Type?) and to separate current settings from Type tab (in another tab named Create/Customize.. )

I like it. Something like preview with predefined ToC as it's for lists in Writer

The request appears to me as inspired by Microsoft Word that allows formatting of the ToC as Classic, Distinctive, Fancy etc. which changes the ToC title, the spacing character, indentation and so on. In other words: Provide different PS for Contents Heading and Contents 1..10 (which are the styles in LibreOffice assigned to the ToC levels). Sounds wrong to me.

What part of that sounds wrong to you?

Also, I think it's not just the PS, because there are choices like whether to use 1 or 2 columns, and in principle, whether to squeeze the ToC into a predetermined area, and maybe others.

We discussed the topic in the design meeting.

While the idea sounds good and might be convenient it is actually orthogonal to our flexibility-focused approach. We have dedicated paragraph styles (Contents Heading, Contents 1..10) and either need to modify these on the fly, preventing any user modifications, or need to ship multiple variants. But ultimately this is what Document Themes do (bug 107331).
