in libroffice 7.0rc3 
To freeze a Row or a Column the row below or the column to the right needs to be 
selected. This is counter intuitive. Please change this so that the exact row
can be highlighted and frozen.

i don't think you need a simple document,you can open any file width chinese lanuage version 7.0rc3;it always happen

If it included the current row/column, you wouldn't be able to freeze only rows or only columns with this function, because the first row/column would always be included, and while you have functions for freezing the first row/column, there's no function for freezing multiple of them. Plus Excel behaves the same, and the toolbar icon clearly shows what is going to be frozen in relation to the currently selected cell. Closing as WONTFIX.
