I think this is a consequence/duplicate to bug 85964 Bullet size changes after DOCX save, it gets bigger. But if you place the cursor in front of the bullets (so that all of them is highlighted with grey background) and change the font size from 12 pt to 11 pt, the first paragraph jumps back to the first page. In the ODT the opposite is true: if you change the bullet size from 12 pt to 13 pt, the first paragraph jumps from the bottom of the first page to the second.
