Description:
Switching anchor from to page to paragraph attaches the image to header

Steps to Reproduce:
1. Open attachment 121421 [details]
2. Insert header on page 1 (by hoovering above page border)
3. Right click the image frame on the second page
4. Anchor to paragraph

Actual Results:
Image attached to header; so visible on all other pages

Expected Results:
Should go to main document, I think. Not sure if their is a way to distinct header from page

I can't reproduce the issue.
With sample file, where the image is anchor to paragraph, changing it to page and again to paragraph works fine for me, even if I save and reload the file after change the anchor to page.

Seems to me that you have the cursor on the header when inserting as paragraph.
