Description:
Anchoring changes image position depending on which anchor is chosen.

Probably reported this somewhere already, but this likely a bit more in depth

Steps to Reproduce:
1. Open the attached image
2. Select the image frame
3. Change the anchor to: to page (images goes down)
4. Change it to paragraph Image goes up
5. Change it to character (image stays put on top of the page
6. Press arrow down 3 times -> Image is properly positioned again
7. Change anchor to: to page (image stays put; as expected)
8. Change it to paragraph (image stays put; 
9. Change it to character (image stays put)
10. Anchor as character image stays put
11. Anchor to character -> Images moves up again
12. Anchor the image to page -> and move it to the initial position with arrow keys
13. Anchor to paragraph/ to character -> Images goes left top

Actual Results:
The image position is honored with to paragraph/ to character position.. but goes off after setting to character of 'to page + repositioning)

Expected Results:
Changing anchor should preferably not move the image to much in directions all sorts of directions. 

Changing from to paragraph/ to character to page shouldn't make that much of a difference for example. The from 'character or to page' to 'to paragraph/to character' might be a bit more complex as it's positioned where a paragraph is ( I think). However switching positioning an image with to paragraph and switch to character doesn't create much effect while anchor moving quite a lot

Repro until this, except in 4, the image goes to the left.
