I can't confirm it with

Version: 7.0.0.3 (x64)
Build ID: 8061b3e9204bef6b321a21033174034a5e2ea88e
CPU threads: 4; OS: Windows 10.0 Build 19041; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: threaded

Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ? I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version. Change to RESOLVED WORKSFORME, if the problem went away.

Just a moment:
It's possible to edit the style of the actual selected paragraph. It's not possible to edit a different paragraph style. Is that the problem you describe?

Sorry for the late answer : that was not the problem. I have removed libre office and then reinstalled it. The bug no longer occured, but I cannot say why. Sorry for the loss of time.
