In the "Customize" dialog, the command list does not contain "Insert Special Character" or "Special Character".  (It may be missing other commands, but [Insert] Special Character is the one I want.)

You need searching for "Symbol". One opens the dialog directly, the other is the drop-down with 'Favorites' and 'Recent' and 'More..'.
