Description: I created several background images in my worksheets. When I save my spreadsheet and later re-open it, all my images are in the foreground again. Steps to Reproduce: 1. Create a worksheet with an image in the background 2. Save it 3. This only happens when you save in XLSX format. When you save in ODS format, the problem does not exist

In Excel I see only buttons for bringing the image to front/back and these are enabled only when there are at least two images inserted. I doubt there is a "To background" function for images in Excel.
I also looked in MSO, guess we may mark this as NotOutBug.
