Description:

Crash if I hit the icon "Insert Chart" to launch a new diagram.

Steps to Reproduce:
1.Libreoffice calc crashes when the icon "Insert Chart" is hit, in spite of the fact that the opened file contains already several charts. 
2.After recovering procedure the file is open, no new chart is visible. Hitting again the "Insert Chart" icon LO_Calc crashes once more.  
3.After 2nd recovering, the file contains a chart which can be edited as usual. No further crash occurs after this procedure.

launch a new chart instance

After upgrade to 6.4.6.2 LO Calc still crashes after hitting "Insert Chart" icon.

However there is a slight difference:
After 1st document recovery, the default frame (?) of charts is displayed. Afterwards, chart type, data ranges etc. may be specified as usual.

Do you reproduce this on a brand new file or only a specific file?

If specific only, would it be possible you attach the file? Of course, don't forget to sanitize it if necessary (see https://wiki.documentfoundation.org/QA/Bugzilla/Sanitizing_Files_Before_Submission).

its the very same story with a brand new "file" (the one which opens automatically if CALC is startet, I don't saved this spreadsheet in advance).

Except upgrading to last LTS Ubuntu 20.04 because 16.04 is 4 years old, I'm a bit stuck.

Could you please try to reproduce it with the latest version of LibreOffice ( 7.0.1.2 ) from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version.

Complete purge of all former LO packet residuals helped 
(3 essential stepsfound in the www):

1):
sudo apt-get remove --purge libreoffice*
(the star is the important thing, so residuals of all prior LO versions get purged)

2)
sudo apt clean

3)
sudo apt-get autoremove

Installation of the desired LO version - The issue disappeared
