Description:
Install LibO 7.0.1(x86-64) with Windows 10 Pro (x64)-Japanese 
Wrong UI language selection for custom install


Steps to Reproduce:
1. Install LibO for NEW Windows-Japanese PC
2. check a "カスタム(Custom)" in セットアップの種類(Setup type)
3. Open 追加のユーザーインターフェース言語(Additional user interface languages)



Actual Results:
checked languages is:
1. en-GB
2. en-US
3. en-ZA
4. ja


Expected Results:
checked languages is:
1. en-US
2. ja



Reproducible: Didn't try


User Profile Reset: No



Additional Info:
Many Japanese users will be satisfied with a Ja UI and an en-US UI.
en-GB and en-ZA are unnecessary.
